enviromission has merged with an american company and is now called solar mission http://www.solarmissiontechnologies.com/solar_tower_project.htm

they were hoping to receive a government grant here but the government gave the money to a 154 Mega Watt photo-voltaic solar project in the north-west of victoria, australia instead
the base of the 'plant' is like a greenhouse, capturing the solar radiation, heating up the air and the hot air then gets sucked up the chimney driving generators. the air will also heat up the ground underneath so at night it will still work with the energy stored in the ground.
the original plan called for a 1000 meter re-enforced concrete tower, which would have made it the tallest structure on earth. efficiency improvements in the design have allowed the stack to be shortened.
hopefully it will go ahead but they seem to have lost a bit of momentum after the government decided against them.
